    New Estimates of Disability-Related Wage Discrimination with Controls for Job Demands

    Using data from 2004 SIPP, matched to job demands from O*Net, we provide new estimates of disability-related wage discrimination. We apply state-of-the-art econometric methods to wage models which include job demands and interactions between demands and functional limitations. The interaction terms are interpreted as measures of how well disabled workers ?match? to jobs which minimize the effects of functional limitations. The results suggest traditional discrimination models underestimate potential effects of disability-related discrimination by penalizing workers for limitations which may not affect their job performance.     Estimates of Wage Discrimination Against Workers with Sensory Disabilities, with Controls for Job Demands

    We provide the first-ever estimates of wage discrimination against workers with sensory (hearing, speech, vision) disabilities. Workers with sensory disabilities have lower probabilities of employment and lower wages, on average, than nondisabled workers. Their poor labor market outcomes are explained, at least in part, by the negative productivity effects of sensory limitations in jobs that require good communication skills, but disabilityrelated discrimination may also be a contributing factor. To separate productivity vs. discrimination effects, we decompose the wage differential between workers with and without sensory disabilities into an ?explained? part attributed to differences in productivity-related characteristics, and an ?unexplained? part attributed to discrimination. The decomposition is based on human capital wage equations with controls for job-specific demands related to sensory abilities, and interactions between job demands and sensory limitations. The interactions are interpreted as measures of the extent to which a worker?s sensory limitations affect important job functions. The results indicate approximately 1/3 (1/10) of the disability-related wage differential for men (women) is attributed to discrimination. The estimates are quite different from estimates of discrimination against workers with physical disabilities obtained by the same methods, underscoring the importance of accounting for heterogeneity of the disabled population in discrimination studies.Job demand; Sensory disability; Wage discrimination

    The Role of Risk: Mentoring Experiences and Outcomes for Youth with Varying Risk Profiles

    This report presents results from the nation's first large-scale study to examine how youth's levels and sources of risk may influence their mentoring relationships and the benefits they derive from participating in mentoring programs. More and more, mentoring programs are being asked to serve young people who are considered "higher risk." And while mentoring has a strong research base generally, until now relatively little has been known about programs' capacities to serve and produce benefits for these youth.Funded by the Bill & Melinda Gates Foundation, the study involved more than 1,300 youth, drawn from seven programs serving young people in Washington State. Oversight and support for the project were provided by Washington State Mentors. The study looked closely at the backgrounds of participating youth and their mentors, the mentoring relationships that formed, the program supports that were offered, and the benefits youth received -- and examined how these varied for youth with differing profiles (i.e., levels and types) of risk."The Role of Risk" describes the study's methods and findings and considers their implications for practitioners and funders. Overall, the study's results suggest that mentoring programs can benefit youth with a broad range of backgrounds and characteristics. The findings also highlight the importance of youth risk in shaping match experiences, and suggest that programs should do more to tailor training and support based on the specific risks youth face

    U.S. Citrus Import Demand: Seasonality and Substitution

    Citrus fruits make up one-fifth of all fresh fruit consumed in the United States. Given the increasing importance of imported citrus in the diet of American consumers, it is perhaps surprising that no import demand analysis of U.S. citrus has been conducted. Using quarterly U.S. import data for six citrus commodities, we employed a demand systems model and evaluated aspects of seasonality. The results suggest wide variations in price responses to different types of imported citrus.     The NASA Lewis large wind turbine program

    The program is directed toward development of the technology for safe, reliable, environmentally acceptable large wind turbines that have the potential to generate a significant amount of electricity at costs competitive with conventional electric generation systems. In addition, these large wind turbines must be fully compatible with electric utility operations and interface requirements. Advances are made by gaining a better understanding of the system design drivers, improvements in the analytical design tools, verification of design methods with operating field data, and the incorporation of new technology and innovative designs. An overview of the program activities is presented and includes results from the first and second generation field machines (Mod-OA, -1, and -2), the design phase of the third generation wind turbine (Mod-5) and the advanced technology projects.     Shock waves and drag in the numerical calculation of isentropic transonic flow

    Properties of the shock relations for steady, irrotational, transonic flow are discussed and compared for the full and approximate governing potential in common use. Results from numerical experiments are presented to show that the use of proper finite difference schemes provide realistic solutions and do not introduce spurious shock waves. Analysis also shows that realistic drags can be computed from shock waves that occur in isentropic flow. In analogy to the Oswatitsch drag equation, which relates the drag to entropy production in shock waves, a formula is derived for isentropic flow that relates drag to the momentum gain through an isentropic shock. A more accurate formula for drag, based on entropy production, is also derived, and examples of wave drag evaluation based on these formulas are given and comparisons are made with experimental results

    Higher Achievement is an intensive summer and after-school program that began in its current form in 1999 in Washington, DC. Today there are Higher Achievement programs in Washington, DC/Alexandria, VA; Richmond, VA; Pittsburgh, PA; and Baltimore, MD. The study includes the five Higher Education Achievement Centers that were operating in DC and Alexandria when the study began. Each center serves about 85 students, or "scholars", recruited mainly through school referral. Starting the summer before youth enter fifth or sixth grade and extending through eighth grade.
